outlined in the Memorandum of Understanding (MOU) covering the separation of COAAA
employees effective December 31, 2025.
1. Lump-Sum Payment – Guaranteed Based on Years of Service

one-time lump-sum payment based on total years of City service:
• Less than 5 years: $2,000

• 10 to 19.9 years: $2,900
• 20 to 29.9 years: $3,700
• 30+ years: $4,600
This payment is guaranteed even if you have zero PTO or sick leave balance at the
end of 2025.
These lump-sum payments are separate from and in addition to any terminal
leave payouts you may receive.
2. Terminal Leave Pay {PTO, Sick, Comp Time, etc.)
All eligible terminal pay will be issued according to the current Collective
Bargaining Agreement (Articles 11, 12, 13, 15, and 17).
Employees may choose to receive PTO payout in three equal installments under
Section 11.5 of the CBA. This option applies only to PTO.
3. Payment Timing
• Lump-Sum Payment: Paid by January 8, 2026, unless you elect to deposit it
into Deferred Compensation.
• Terminal Leave Pay: Paid by March 31, 2026, with PTO installments available if
elected.
